20th Anniversary of Poland in the EU: What Worked and What Didn’t? Future Perspectives
On May 1st, we will celebrate the 20th anniversary of Poland’s membership in the European Union. We can expect many events, conferences, seminars, reports, and articles dedicated to summarizing the benefits that Polish society and the Polish economy have gained from being in the European Union from 2004-24. CASE has made such a thorough summary on the occasion of the 15th anniversary of membership, issuing a comprehensive report titled “Our Europe: 15 Years of Poland in the European Union” in April 2019. This time, we want to discuss not the past 20 years, but the future of the European Union.
The seminar will feature:
Dr. Jan Olbrycht
who is a permanent rapporteur of the European Parliament on the Multiannual Financial Framework (i.e., the EU budget) and has been a Member of the European Parliament for 20 years.
At the seminar, we will focus on the following issues:
- Decision-making mechanisms in the EU: the role of governments versus the role of the European Commission and the European Parliament. Has the EU become more intergovernmental (with the decisive role of the European Council) and less community-based (with a significant role for the EC and EP)?
- The current and future role of the EU budget compared to national budgets;
- Assessment of the Common Agricultural Policy and what changes are needed;
- What changes in the EU are necessary for it to expand to other countries?
- What can and should the EU do regarding Ukraine?
The seminar will be hosted by Dr. Ewa Balcerowicz, Chairwoman of the CASE Foundation Council.
The seminar will take place ONLINE on Wednesday, April 17, 2024, from 3:00 PM to 4:30 PM.
The event will be conducted in Polish.

About the Speaker:
Dr. Jan Olbrycht is a permanent rapporteur of the European Parliament on the Multiannual Financial Framework of the EU. For 20 years, throughout Poland’s membership in the EU, he has been a Member of the European Parliament. Vice-Chair of the European People’s Party Group in the EP (2019-2024). Local government official and sociologist, expert in European funds. Graduate of the Jagiellonian University in Krakow, where he received a PhD in sociology in 1984. From 1990 to 1998, he was the Mayor of Cieszyn, co-founder of the Euroregion Śląsk Cieszyński-Tesinske Slezsko. From 1993 to 1998, he was the Vice-President of the Union of Polish Cities responsible for contacts with European local government organizations. Vice-Chair of the Council of European Municipalities and Regions from 1995 to 2001. Chairman of the Polish delegation to the Congress of Local and Regional Authorities of the Council of Europe (1990-1998). Marshal of the Silesian Voivodeship (1998-2002) and initiator of the Marshals’ Convention. From 2002 to 2004, he was a member of the Assembly of European Regions and the State Regional Policy Council. In the European Parliament, he served as the substitute coordinator in the Budgets Committee on behalf of the European People’s Party (2019-2024).
